According to the Central Epidemic Command Center, from December 1st this year to February 28th next year (standard time at the departure point), all passengers entering or transiting through Taiwanese airports will be subject to any status (both domestic and foreign). Regardless of the purpose of travel (study abroad, work, diplomacy/public affairs, etc.), it is mandatory to submit a negative nucleic acid test certificate issued within 3 business days before the boarding date. Failure to do so will result in denial of boarding. Regarding this, the Ministry of Transportation (similar to Japan's Ministry of Land, Infrastructure, Transport and Tourism) will notify each airline and take thorough measures. After the passenger arrives in Taiwan, if the negative certificate is found to be untrue, or if the relevant quarantine measures are refused, circumvented, or obstructed, Articles 58 and 69 of the Epidemic Prevention and Control Law. According to regulations, a fine of NT$10,000 to NT$150,000 will be imposed. If the negative proof is not factual, you can also be charged with document forgery.
According to the Central Epidemic Command Center, this "negative certificate" must be issued by a medical institution established with the approval of the government agency of the country of origin. In principle, it should be written in English, Chinese, or in both English and Chinese. Required items are "passenger name (must be the same as in passport)", "date of birth (or passport number)", "specimen collection date and report date", "name of disease", " inspection method”, “interpretation result”, etc. Related measures and matters requiring cooperation are as follows.
1. If the written language is not Chinese or English, such as French or Spanish, if it is the "official language of the country of departure", and the airline's ground staff at the country of departure can confirm the content. can be accepted.
2. The criteria within "three business days" from the boarding date shall be "report date" and "business day". For this reason, it is possible to calculate by excluding national holidays set by the local government.
3. Inspection results are accepted not only in paper form (original/duplicate), but also in electronic form. However, the content must be clearly readable, and the items required for review must be complete and error-free.
4. The test method must be a molecular biological test, nucleic acid test (PCR, RT-PCR, NAA, NAT, etc.), and a serological test (Immunoserology) antigen (Ag), antibody (IgG or IgM) tests are not covered by this measure.
